These rules apply broadly, encompassing items from bottles and trays to kitchen utensils and infant feeding products. The core principle requires materials to be inert, ensuring they do not transfer harmful substances to food or alter its composition, taste, or texture.
The authority highlighted improper uses, such as cooking in freezer bags or reusing single-use packaging, which can increase migration risks. Additionally, warnings were issued regarding heating multi-layer cartons with aluminum and placing foil in direct contact with acidic foods at high temperatures.
Manufacturers must provide a declaration of compliance supported by technical documentation. Distributors and retailers are responsible for holding this documentation and ensuring accurate labelling. The guidance also addresses environmental claims, clarifying that "bio-based" does not automatically mean biodegradable.
