China Unlocks 800 Billion Yuan Stimulus for Projects
24 Aug
Summary
- China launched an 800 billion yuan financing tool for local projects.
- Fixed-asset investment contracted 6.7% in the first seven months of 2026.
- The tool aims to stimulate slowing economic growth and infrastructure.

As of August 24, 2026, China has opened applications for an 800 billion yuan ($119 billion) policy-based financing tool, intended to invigorate local government projects and counteract the nation's economic slowdown. Fixed-asset investment in China experienced a substantial contraction of 6.7% during the first seven months of 2026, underscoring the need for such stimulus measures. Local authorities are now compiling and submitting eligible projects for review by Beijing.
The financing instrument, a quasi-fiscal tool announced in March, aims to provide essential project capital and attract additional private and bank financing for infrastructure and strategic sectors. Economists noted that the tool's delayed utilization in the first half of the year was attributed to a lack of eligible projects and reduced immediate stimulus needs. China's economic growth slowed to 4.3% in the second quarter of 2026, marking its slowest pace in over three years.
While the full potential of the 800 billion yuan program could theoretically support around 10 trillion yuan in total project investment, its immediate impact within 2026 may be limited. Securities analysts predict that due to implementation delays and a scarcity of bankable projects, the direct boost to investment this year might be closer to 2 trillion yuan. Policy banks are expected to accelerate bond issuance, and local governments may expedite special-purpose bond sales to align with approved projects.
