Summary
- Panmure Liberum downgraded Ceres Power from 'buy' to 'sell'.
- The broker cited concerns over the company's commercial scale-up reality.
- Share price rally has outrun manufacturing capacity growth assumptions.

Panmure Liberum recently downgraded Ceres Power Holdings PLC (LSE:CWR) from 'buy' to 'sell'. The financial firm argued that the fuel cell technology company's substantial share price increase has outpaced the realities of its commercial scale-up.
Panmure expressed concern that the current stock valuation prices in manufacturing capacity growth that is unlikely to occur at the pace the market anticipates. Confirmed manufacturing partners currently possess only around 400 megawatts of capacity by 2030, significantly less than the 1.7 gigawatts implied by the valuation.
The broker acknowledged the strength of Ceres' proprietary solid oxide fuel cell technology. However, a key concern identified is the disconnect between technological quality and commercial execution. Ceres relies on third-party manufacturers to expand revenues through royalty and license fees.
Panmure cited Doosan Fuel Cell's challenges, including initial low production yields and rising debt, as a cautionary example. They also questioned the "time to power" thesis, suggesting conventional gas turbine supply issues may be temporary and competitive pressure will increase.
Furthermore, solid oxide fuel cells face a structural disadvantage in North America due to low wholesale electricity prices, making their upfront costs significantly higher than combined-cycle gas turbines. Panmure's bear case suggests zero equity value if partners fail commercially, while their bull case implies a £2.3 billion valuation.
