On October 28, 2025, the Union Cabinet, chaired by Prime Minister Narendra Modi, approved the terms of reference for the 8th Central Pay Commission. This temporary body will be tasked with examining and recommending changes to the emolument structure, retirement benefits, and service conditions for central government employees, including those in the Defence Services.
The 8th Central Pay Commission's recommendations will cover approximately 50 lakh central government employees and 69 lakh pensioners. The Commission has been given 18 months to submit its final report, suggesting that its recommendations are likely to be implemented from January 1, 2026.
In making its recommendations, the Commission will consider factors such as the country's economic conditions, the need for fiscal prudence, the impact on state government finances, and the prevailing pay and benefits structure in the public and private sectors. The government had announced the formation of this pay commission in January 2025.
