In a significant development, BLS International Services Limited, a prominent provider of visa outsourcing and consular services, has been issued a debarment order by the Ministry of External Affairs (MEA), Government of India. The order, dated October 9, 2025, officially communicated on October 10, 2025, prohibits the firm from participating in future MEA and Indian Mission tenders for the next two years.
According to BLS International's statement, the MEA's action is based on "allegations, including court cases and applicant complaints" against the company. However, the firm has clarified that the debarment will not impact its ongoing contracts, which will continue under existing terms.
Addressing the impact, BLS International stated that in the first quarter of fiscal year 2026, Indian Missions accounted for around 12% of its consolidated revenue and 8% of EBITDA. The company expressed confidence that the decision will not have a major financial or operational impact on its current business activities.
Describing the development as a procedural matter within the visa outsourcing sector, BLS International emphasized its diversified portfolio, having recently secured and renewed government and institutional contracts in several countries, including the United States, UAE, Spain, Slovakia, Hungary, Poland, and Portugal. The company also highlighted its recent acquisitions of iDATA and Citizenship Invest as part of its strategy to strengthen resilience against regional developments.
