Romania's government has officially announced a three-year extension for its successful cash rebate program, a decision made during the Transilvania Intl. Film Festival. This legislative update permits the signing of new financing agreements up to the end of 2029, with associated payments extending through 2031. The program, managed by the Office of Film and Cultural Investments (OFIC), continues to offer a 30% cash rebate on qualifying production expenses within Romania.
The annual budget for these rebates is capped at €55 million, contributing to an overall program budget of approximately €250 million. Since its relaunch in 2024, Romania has attracted over 90 projects, projecting an estimated €110 million in local spending. This extension provides crucial legal certainty for these and future productions planned between 2027 and 2029.
OFIC director general Valentin Savu highlighted Romania's capability to host major international productions, emphasizing the extension as a commitment to this promise. He cited the country's diverse locations, skilled crews, and developed infrastructure as key assets. International hits like Netflix's "Wednesday," Sony Pictures Television's "Alex Rider," and BBC America's "Killing Eve" have already leveraged these benefits.
The extended rebate program solidifies Romania's position in the competitive Central and Eastern European (CEE) region. It competes with countries like Hungary, the Czech Republic, and Bulgaria for foreign film and television investments. The program also features a digitized, transparent application system, praised by industry professionals for its speed and reliability.
Filmmakers and industry leaders, including TIFF founder Tudor Giurgiu and Frame Film co-founder Andrei Boncea, have welcomed the extension. They noted that the certainty of the rebate scheme is vital for both attracting foreign shoots and enabling Romanian filmmakers to plan ambitious projects and secure European co-productions. This ensures sustained growth for the entire film sector.
