Paramount-WBD Merger: CA Faces Job Crisis
20 Aug
Summary
- Merger could cost California 4,500 film production jobs.
- State faces risk of $1.26 billion in lost wages.
- Indie film sector faces a shrinking acquisition market.

A proposed merger between Paramount and Warner Bros. Discovery carries significant economic risks for California's film industry. A report commissioned by Los Angeles County estimates that the consolidation could eliminate 4,500 production jobs and jeopardize $1.26 billion in wages. This assessment from CVL Economics highlights the pressure to cut costs due to nearly $80 billion in debt, potentially affecting 10,360 jobs across the sector.
The state has already witnessed a substantial decline in production, with 52,000 jobs lost in the past four years due to production moving to states like Georgia and New Jersey, and to countries like the United Kingdom. Paramount argues that the merger is necessary to counteract this industry decline, pledging significant annual investment and increased film output.
Beyond the major studios, the independent film sector faces its own challenges. The share of U.S. theatrical releases acquired by distributors has fallen dramatically, from 4.7% in 2021 to 21% by 2025. This shrinking acquisition market means fewer opportunities for independent producers to sell their completed films, increasing financial exposure.
