China Battles Torrential Rain: Emergency Response Scaled Up

China's China Meteorological Administration has escalated its emergency response to level three, the second-highest tier, due to widespread torrential rain and severe convective weather. This alert signifies an increased focus on managing the meteorological disaster unfolding across the nation.
Forecasters have issued a renewed blue alert for severe convective weather, predicting powerful thunderstorms, hail, and torrential downpours. These conditions are expected to affect central and eastern North China, as well as southern parts of South China, with wind gusts potentially exceeding level 8 (62 km/h) and even level 10 (88 km/h) in areas like Hebei, Beijing, and Tianjin.
Intense, short-duration heavy rain is forecast for Northeast China, North China, South China, and Southwest China, with hourly rainfall potentially surpassing 20 millimeters. Some regions, including southern Hebei, southeastern Guangxi, and southern Guangdong, could see hourly rates exceeding 50 mm, with peaks above 90 mm.
From Monday through Wednesday, heavy to violent rainfall is anticipated across Guangdong, Guangxi, Fujian, Jiangxi, Yunnan, Sichuan, and Guizhou provinces. Coastal areas of southern China will face localized downpours of extreme intensity. Meanwhile, eastern Inner Mongolia, Northeast China, North China, and the eastern Yellow-Huaihe River Valley will experience scattered showers and thunderstorms with localized heavy rain and strong winds.
The current extreme weather follows days of exceptional rain that have already saturated Guangdong and Guangxi, with over 600 mm recorded in some areas. As of Sunday evening, 13,283 people had been evacuated in Guangdong. The heavy rainfall has impacted railway services, leading to adjustments on the Beijing-Kowloon Railway, and caused significant flooding in cities like Jieyang, where residents reported chest-deep waters.
