Barrie's Snow Budget Buried: $5M Overspent
28 Sep
Summary
- Winter control operations exceeded budget by $4.7 million.
- Record snowfall led to prolonged 'Significant Weather Event' declaration.
- Extra equipment rentals and snow hauling significantly increased costs.

Barrie's winter control operations dramatically exceeded their budget this year, accumulating costs of approximately $11 million, which is nearly $5 million over the allocated $6 million. Winter control alone accounted for a $4.7 million deficit.
The city declared a 'Significant Weather Event' on December 28, 2025, marking the longest continuous period under such a declaration. By early February, Barrie had received 300 centimeters of snow, surpassing the typical annual average.
Crews were compelled to physically remove and transport snow, requiring the rental of additional equipment like dump trucks and bulldozers. This extensive operation resulted in inflated labor costs. By February 27, an estimated 9,000 dump truck loads of snow had been moved to city storage sites.
Fleet operations also incurred an additional $639,000 due to increased repair needs for aging vehicles. In contrast, rail operations reported savings of $338,000, offsetting some of the overall overspending.
