Starlink has reapplied to India's space regulator, seeking authorization for its Gen 2 satellite constellation, which includes advanced direct-to-device (D2D) connectivity. This move follows the rejection of an earlier application for its 30,000-satellite constellation due to non-compliance with certain features and spectrum bands. The Elon Musk-owned company remains optimistic about the Indian market, which is currently in its early stages.
The updated application targets a Gen 2 constellation at an altitude of 340-615 km in low Earth orbit (LEO). SpaceX originally applied for both Gen 1 and Gen 2 constellations, but only Gen 1, comprising 4,408 LEO satellites for traditional broadband, was approved in July 2025. The recent resubmission coincides with India's consideration of allowing D2D services and opening more spectrum bands for satcom.
If approved, Starlink's Gen 2 constellation, which SpaceX plans to expand to around 42,000 satellites, would provide a substantial edge over competitors like Reliance Jio and Amazon Leo. Currently, no non-geostationary satellite (NGSO) companies have launched commercial services in India, mainly due to the absence of security clearance and spectrum allocation, though recommendations on pricing have been made. Telecom operators have expressed concerns about D2D services potentially impacting their business.
