NY Robotaxi Dreams Thwarted for Now

New York Governor Kathy Hochul has withdrawn a proposal that would have legalized robotaxis across the state, outside of New York City. The governor's plan had sought to amend vehicle and traffic laws, specifically a mandate requiring drivers to keep one hand on the wheel. However, the proposal included significant limitations, such as prohibiting for-hire services in cities with over a million people and requiring substantial fees and financial security from companies.
With the proposal now dead, New York's existing autonomous vehicle pilot program will likely remain in place. This program permits testing and development but does not allow for the launch of commercial robotaxi operations. Waymo is currently permitted to test its vehicles in New York City until March 31, under a permit that requires a human safety operator.
