Summary
- New platform ensures AI access while maintaining data sovereignty.
- Data and keys stay within jurisdictional boundaries for security.
- Service providers in Europe will deploy the new platform.

IBM has introduced its Sovereign Core platform, a novel solution designed to provide organizations with access to artificial intelligence capabilities while upholding stringent data sovereignty requirements. This platform addresses the increasing demand for infrastructure control, driven by evolving regulations and governance mandates across various sectors.
Central to Sovereign Core's design are in-boundary identity and keys, ensuring that all authentication, authorization, and encryption processes are managed strictly within defined jurisdictional limits. IBM emphasizes continuous compliance through system telemetry and audit trails, offering clients verifiable evidence for regulatory bodies. Customers can deploy their own AI models, whether open or proprietary, onto the managed platform.
This initiative also involves collaborations with IT Service Providers, with early deployments planned by Cegeka in Belgium and the Netherlands, and Computacenter in Germany. These partnerships aim to deliver pre-architected solutions that help clients meet local compliance standards. A tech preview is scheduled for February 2026, followed by general availability in mid-2026, promising enhanced capabilities.
