Summary
- Google is replacing a flat 30% fee with lower, decoupled billing fees.
- Rates vary based on install date, developer earnings, and billing system used.
- New programs offer lower rates for exceptional, cross-platform experiences.

Google is beginning to roll out changes to its developer billing system worldwide, following an antitrust settlement. The long-standing flat 30 percent fee is being replaced by more complex, decoupled rates.
The new fee structure is tiered, considering when a user's app was first installed and the total annual earnings of the developer. Developers using Google Play's billing system will face different rates than those opting for alternative payment methods or external links.
For apps earning over one million dollars annually, new in-app purchases will be subject to a 20 percent fee, and subscriptions 10 percent. Google has also introduced Games Level Up and Apps Experience programs, which can offer even lower rates for developers who create exceptional, cross-platform experiences that meet specific performance and feature benchmarks.
These modifications will take effect in stages, with some regions seeing changes by the end of this year, and a full global rollout expected after September 30th, 2027.
