AI Race Halted? EU's ASML Ban Could Force Global Pause

Artificial intelligence development faces potential risks, including environmental collapse, financial crises, mass unemployment, and the rise of surveillance states. Despite calls from experts and figures like Bill Gates to slow down AI advances, industry self-regulation is deemed insufficient. The European Union, through the Dutch company ASML, holds a critical choke-point on the global AI industry. ASML's extreme ultraviolet (EUV) lithography machines, costing $400 million each, are indispensable for producing the most advanced chips, which are vital for AI's exponential growth. Without these machines, the construction of new data centers and the progression of AI would halt.

The US already uses export controls on ASML machines to limit China's chip fabrication abilities, highlighting ASML's crucial role. A broad EU ban on ASML machine exports would force the global AI industry to pause, providing regulators and lawmakers time to catch up. This could also lead to a reorganization of the supply chain under EU jurisdiction, potentially subjecting AI development to greater regulatory oversight.

While the US might retaliate by restricting ASML's access to American suppliers, such a confrontation could still serve the EU's self-interest by preventing it from falling further behind in AI capabilities. The Europe 2031 project's analysis suggests Europe risks relying on US-controlled AI models and computing power if it doesn't invest significantly in its own AI sector. The EU has a current opportunity to leverage ASML's dominance to influence AI's trajectory; failing to act now could mean losing this chance permanently.
