Canada's Nuclear Future: Foreign Fuel, Domestic Dreams?

Canada's planned nuclear expansion, beginning with the Darlington New Nuclear Project in Ontario, will depend on international partners for crucial fuel processing steps. Unlike the nation's long-standing CANDU reactors, which used domestically produced natural uranium fuel, the new SMRs will require enriched uranium sourced from the United States, France, or Britain. This reliance on foreign enrichment and fabrication represents a significant shift from Canada's historical pursuit of an independent nuclear fuel supply chain.

Experts express concern that this reliance on external suppliers for enriched uranium compromises Canada's energy sovereignty and exposes the nation to geopolitical vulnerabilities. Professor Mark Winfield of York University highlighted that this dependence reverses the original rationale for the CANDU program, which aimed to avoid reliance on foreign enriched uranium. Ontario's provincial government stated that a foreign reactor design was chosen because no Canadian grid-scale, commercially viable SMR technology was available.

The first of four planned BWRX-300 SMRs at Darlington is expected to connect to the grid by the end of 2030, with the others following by the mid-2030s. While multiple foreign suppliers are intended to create a robust supply chain, the core processes of enrichment and fuel assembly manufacturing remain outside Canada. This dependence on international partners for critical nuclear fuel components raises questions about long-term energy security and Canada's strategic autonomy in its nuclear future.
