New AI Rules Tackle Propaganda, Weapons, and Cruelty
8 Oct
Summary
- New policy prohibits abusive behavior towards AI models.
- Restrictions now ban deceptive commercial or political campaigns.
- Expanded rules address weapons development and surveillance.

Anthropic has revised its AI usage policy, the first update in over a year, to address emerging high-risk misuse cases. New restrictions target election interference, weapons development, surveillance, and health and financial applications.
A significant change prohibits "sustained and needless abusive or cruel behavior" towards its AI model, Claude. While conversation termination remains the primary enforcement, this move reflects growing research into model welfare.
Existing bans on deceptive commercial and political campaigns have been consolidated, targeting AI-generated propaganda and fake accounts. Rules also now explicitly forbid voter deception and election disruption.
Furthermore, Anthropic has broadened its ban on weapons development to include software and components for weapons. Surveillance bans are clearer, prohibiting tracking individuals without consent and AI use in law enforcement decisions.
New stipulations require qualified operators for AI systems connected to hardware capable of causing injury, indicating a focus on robotics and physical AI applications. These policy updates may be modified for certain governmental contracts, provided adequate safeguards are in place.
