AI Giants Serve Blacklisted Chinese Firms
11 Jul
Summary
- OpenAI and Google supply AI services to Singapore affiliates of blacklisted Chinese tech firms.
- Transactions are legal as Chinese firms use AI services outside mainland China.
- Anthropic blocks Chinese companies from its advanced AI models.

OpenAI and Google have been supplying advanced artificial intelligence services to Singaporean subsidiaries of major Chinese technology companies, including Alibaba, Baidu, and Tencent. This revelation comes despite the parent companies being listed on the Pentagon's blacklist, which identifies firms allegedly linked to China's military.
The transactions have been conducted legally under existing U.S. regulations, which do not broadly prohibit Chinese-headquartered companies from utilizing advanced AI models outside of mainland China. This situation has intensified calls in Washington for enhanced export controls on cutting-edge AI software.
OpenAI recently suspended API access for users linked to Alibaba after detecting potential "distillation," a method used to improve competing AI models. While OpenAI blocks direct access from mainland China, it permits certain Chinese-owned businesses to use its services in jurisdictions with appropriate safeguards.
In contrast, Anthropic has implemented a stricter policy, denying Chinese companies and their overseas entities access to its frontier AI models. Anthropic also advocates for broader U.S. export controls to prevent American AI technology from aiding China's AI development.
