This potential rule change emerged from discussions within the FIFA Council, which has agreed to develop a formal plan within the next year following extensive stakeholder consultations.

The primary objective of this proposed regulation is to enhance playing time for young talent that has been developed by the clubs themselves. This is especially targeted at teams that typically depend heavily on imported players, ensuring that local young talent gets a clearer pathway to senior team involvement.

If implemented, this rule would represent a stricter requirement than current practices. For instance, UEFA Champions League regulations stipulate that squads must include a certain number of 'locally trained' players, but this does not compel clubs to actually use them during games. FIFA's potential new rule would directly address on-field participation for these young homegrown individuals.
