Many existing saunas are privately owned or require exclusive membership, contrasting sharply with the abundant public options in neighboring Nordic capitals like Oslo and Helsinki. This new public sauna, a green structure inspired by historic water pavilions, arrived by tugboat and is situated where a 1930s bathhouse once stood.

Authorities envision this sauna as part of a broader waterfront revitalization strategy. While some existing sauna associations express concerns about potential impacts on membership models, the city emphasizes complementarity. The new sauna aims for broad accessibility, with plans to explore varied pricing structures for students and pensioners after an initial period.
