Health Centre Cost Skyrockets Amid Water System Woes
3 Jun
Summary
- New health center cost increased to £49m due to delays.
- Legionella bacteria found in heating system caused opening postponement.
- Contractor has until June 2026 to fix water system issues.

The construction budget for the Worthing Integrated Care Centre in West Sussex has escalated to almost £49 million, a substantial increase from its initial £34 million estimate. Ongoing delays, primarily caused by persistent issues with the building's water system, have led to this significant financial overrun.
Initially scheduled to open in January 2025, the centre's completion was halted due to the detection of Legionella bacteria in its heating system. Despite assurances from contractor Galliford Try that the bacteria had been eradicated, subsequent independent tests revealed its presence, leading the local authority to withhold acceptance.
Failures identified in the system's design, including inadequate pipe lagging and insufficient pump capacity, contributed to the problems. Galliford Try has accepted responsibility for rectifying these issues, with a proposed completion date set for June 2026. The escalating costs are also attributed to rising energy prices, labor shortages, and general construction challenges.
The local authority is exploring all legal avenues to recoup the incurred expenses and will seek approval to appoint additional legal or consultancy firms if necessary. Galliford Try stated they are collaborating with the council to expedite the building's handover.
