Texas SNAP Cuts Sweets, Sugary Drinks

Summary
- Texas SNAP recipients can no longer buy candy or sugary drinks.
- Governor Abbott requested the change to promote healthier choices.
- The new rule affects about 3.5 million low-income Texans.

Effective Wednesday, April 1, 2026, Texans utilizing the Supplemental Nutrition Assistance Program (SNAP) will no longer be permitted to purchase sweetened drinks and candy. This policy change stems from a request made in 2025 by Governor Greg Abbott to the U.S. Department of Agriculture's Food and Nutrition Service.
Governor Abbott stated the new guidelines will ensure that SNAP benefits are used for foods offering significant nutritional value. The approved waiver prohibits SNAP recipients from buying candy, artificially sweetened drinks, or beverages containing 5 grams or more of added sugar. This measure impacts approximately 3.5 million low-income Texans.
While a significant portion of SNAP benefits are typically spent on staples like meat and milk, a portion is allocated to items like snacks and sweetened beverages. The Texas Health and Human Services Commission will provide retailers with guidance on enforcing these new SNAP eligibility rules.
