The Tamil Nadu State Mental Healthcare Regulations, 2026, have been officially notified, introducing comprehensive standards for mental health establishments (MHEs). These regulations mandate minimum requirements for infrastructure, staffing, professional qualifications, and patient care, while also detailing provisions for patient safety and rights.
The newly enacted rules classify MHEs into five distinct categories: standalone MHEs (A), psychiatric departments of medical colleges (B), psychiatric wards of multispecialty hospitals (C), standalone de-addiction centres (D), and centres for psychosocial rehabilitation (E).
Key specifications include a minimum of 6 sq.m. per bed in wards and dormitories, a gender-neutral ward option, and defined ratios for toilets (1:8) and bathrooms (1:10).
Furthermore, standalone de-addiction or rehabilitation centres are prohibited from admitting individuals with severe mental illness, violent tendencies, suicidal ideation, or critical medical conditions. Such patients must first be evaluated by a psychiatrist and, if necessary, transferred to appropriate facilities.
Physical restraint is permitted only as a last resort to prevent imminent harm, requiring psychiatrist approval, detailed documentation, and family notification within 24 hours.
The regulations also formally recognize sheltered and supported accommodation, outlining requirements for professional visits, resident agreements, and incident reporting.
