Unregistered Sydney 'Doctor' Posed Major Health Risk
8 Oct
Summary
- An unregistered provider in Sydney exposed patients to bloodborne viruses.
- An investigation found veterinary surgical equipment and breaches of skin laws.
- The unlicensed practitioner offered treatments primarily to the Chinese-speaking community.

A warning has been issued to patients who received cosmetic and medical procedures from an unregistered provider in Sydney, identified as I-Pei Pan. As of October 8, 2026, these individuals may have been exposed to hepatitis B, hepatitis C, and HIV and are advised to watch for skin infections. The Health Care Complaints Commission (HCCC) has banned Pan from advertising or administering health services, a prohibition that commenced in March 2025.
Investigations uncovered concerning practices at a clinic in Sydney's CBD, including the use of veterinary surgical equipment and significant breaches of skin penetration laws, increasing infection risks. Pan was subsequently found to be operating privately from a residence in Redfern. Searches of this location on September 22 uncovered large quantities of unapproved medicines and medical devices.
The seized equipment suggests surgical procedures like liposuction may have been performed, and gynecological conditions might have been overlooked or mishandled. Critically, no sterilization equipment was found in the treatment area, and the presence of a cat in the home raised further hygiene concerns. Pan, who claimed to be an Australian doctor and surgeon, is not registered and primarily targeted the Chinese-speaking community through social media.
