22 Jul
Summary
- Smoking will be prohibited on beaches and terraces.
- New 15-meter smoke-free zones will surround public buildings.
- Fines for violations range from €200 to €600,000.

Spain is poised to enact stricter anti-tobacco legislation, expanding smoke-free zones to include beaches, public pools, and terraces. The proposed Tobacco Prevention and Control Plan 2024-2027, approved by the Spanish Government, aims to protect citizens from second-hand smoke. This initiative also seeks to regulate the growing market of alternative nicotine products.
Under the new rules, smoking and vaping will be forbidden on sea and river beaches, public swimming pools, and various outdoor public spaces like sports facilities and national parks. Additionally, 15-meter smoke-free perimeters will be enforced around entrances to educational institutions, healthcare facilities, and cultural venues. The law also explicitly prohibits individuals under 18 from using tobacco and related products.
Breaches of the proposed law could result in significant fines, with penalties ranging from €200 to €600,000, depending on the offense's severity. Minors caught smoking or vaping may face fines or community service. These measures, once passed by parliament, will become effective 20 days after publication, with businesses given two months to update signage.
