Maldives Bans Tobacco for Younger Generations, Impacting Tourists
10 Nov, 2025
Summary
- Maldives bans tobacco sales to those born after 2007
- Ban applies to both residents and foreign visitors
- Strict enforcement with hefty fines for violations

On November 1, 2025, the Maldives introduced a historic generational ban on tobacco, prohibiting the sale and use of all tobacco products to anyone born on or after January 1, 2007. This sweeping legislation applies to both Maldivian residents and international visitors, making the island nation the first in the world to impose such restrictions on tourists.
The Maldivian government's move aims to "safeguard public health and protect future generations from the harmful effects of tobacco." The ban addresses one of the world's leading preventable causes of death and disease by ensuring younger generations never legally start smoking. It also follows the Maldives' comprehensive prohibition on e-cigarettes and vaping devices for all age groups.
To enforce the new regulations, the Maldives has established strict measures, including mandatory age verification for tobacco sales and substantial fines for violations. Retailers caught selling to underage customers face penalties of up to 50,000 Maldivian rufiyaa (approximately $3,200), while individuals using banned products may be fined 5,000 rufiyaa (around $320).
The Maldives, renowned as a premier coastal paradise, attracts thousands of international visitors each year. The Health Ministry has explicitly confirmed that the new smoking restrictions apply equally to tourists, requiring visitors born on or after January 1, 2007, to adhere to the same rules as residents.
