Maharashtra Tribal Health Crisis: Gaps Exposed
24 Aug
Summary
- Tribal communities lag behind state population in health outcomes.
- Significant gaps exist in last-mile delivery and healthcare personnel.
- Recommendations include a separate tribal health system and increased funding.

A state-level committee report has identified persistent disparities in health outcomes for Maharashtra's tribal communities compared to the general population. The 'State Committee Report on Strengthening Tribal Health in Maharashtra' necessitates a significant overhaul of existing healthcare delivery systems.
Key challenges identified include difficulties in last-mile delivery, shortages of healthcare personnel, inadequate data collection, poor nutrition, and limited access to emergency care. The report stresses that infant and under-five mortality rates remain higher among tribal populations, and 58% of tribal children are not fully immunized.
Anaemia is flagged as a serious concern for tribal women and children, linked to insufficient iron and folate intake. The committee advocates for a broader nutrition strategy alongside point-of-care haemoglobin testing. Health Action Centres are proposed to improve follow-up on high-risk pregnancies and children, as tribal-dominant districts show poorer perinatal outcomes.
The report recommends earmarking 12-15% of Tribal Sub-Plan (TSP) resources for health, a substantial increase from the current 3%. Improvements in sanitation, with only 65.5% of tribal households having toilet access, are also urged. The lack of habitable accommodation for healthcare workers in remote areas is a significant obstacle.
Essential infrastructure, including all-weather roads and mobile networks, requires enhancement. A crucial recommendation is the creation of a Tribal Disaggregated Public Health Dataset to track health indicators at granular levels, moving beyond potentially misleading district averages. Digitization of health records and a proposed Tribal Health Dashboard aim to improve proactive identification of health needs.
