Kerala State Employees Get ₹5 Lakh Cover, Lower Premiums

Phase II of the Medical Insurance Scheme for State Employees and Pensioners (Medisep) will commence on February 1, as announced by Finance Minister K.N. Balagopal. This revised phase introduces a reduced monthly premium of ₹687 (excluding GST), a significant improvement from the previously proposed ₹810. The annual premium for beneficiaries and their dependents will now be ₹8,244.

The enhanced scheme boosts basic insurance coverage from ₹3 lakh to ₹5 lakh. All current beneficiaries, including government employees, pensioners, and staff from local institutions, will be included. A crucial update allows beneficiaries to undergo knee and hip replacement surgeries in private hospitals, removing the previous restriction to government facilities.

Further improvements include reimbursement for treatments at Sree Chitra Tirunal Institute and JIPMER, even if not empanelled. Newly included treatment packages with enhanced rates are expected to attract more empanelled hospitals. Cashless inpatient treatment will be available across all empanelled facilities, with 2,516 medical and surgical packages now offered. Room rent is capped at ₹5,000 daily for general wards and ₹2,000 for government pay wards.

The scheme also provides for continuous treatment like dialysis and chemotherapy with a one-time registration, ensuring free treatment. Coverage for ten critical organ transplant surgeries continues with ₹40 crore earmarked over two years. In emergencies, treatment at non-empanelled hospitals will be reimbursed, with ten additional treatments covered under this benefit. A 24x7 call centre and a three-tier grievance redressal system are also in place.
