Worst NHS Trust Boss Gets Permanent Role
8 May
Summary
- Lyn Simpson appointed permanent chief executive of worst-performing NHS trust.
- Trust ranked bottom of 134 acute trusts by NHS England last month.
- £18,477 spent on overnight stays for the interim boss and her team.

Lyn Simpson has been appointed substantive group chief executive of the Humber Health Partnership. This trust, which includes Hull University Teaching Hospitals NHS Trust (HUTH), was recently ranked the worst among 134 acute trusts in England by NHS England. Simpson initially took on an interim role in July 2025 with a substantial salary.
The partnership stated that Simpson "provided strong and focused leadership" during a critical period. Her permanent appointment followed a competitive recruitment process, initiated after NHS England requested her intervention to ensure "leadership and stability." Efforts are underway to address long-standing organizational challenges.
Concerns have been raised regarding the trust's performance and finances. It emerged that £18,477 of public funds were spent on overnight accommodation for Simpson and four other senior managers brought in to improve the trust. Simpson has previously led another trust where "serious concerns" were raised about staff treatment.
Despite these issues, Simpson indicated that "real progress" has been made, though she conceded "still a lot of work to do." She expressed confidence that with greater clarity and stronger clinical leadership, sustained improvement for patients across the Humber is achievable.
