Inspectors have rated Devon County Council's adult social care services as requiring improvement, citing lengthy waits for essential assessments, safeguarding responses, and financial decisions regarding care costs. The Care Quality Commission (CQC) conducted the inspection in 2025, identifying several areas where residents' experiences need enhancement.
Significant delays were observed, with 546 individuals on a safeguarding waiting list, some for up to 146 days. Furthermore, 2,190 people awaited financial assessments, with a few waiting nearly two and a half years. Over 3,000 individuals experienced delays exceeding three and a half years for deprivation of liberty safeguard reviews.
Despite these challenges, the CQC acknowledged strengths, including person-centred assessments that promote independence. Devon's reablement services were particularly praised, successfully preventing ongoing care needs for 95.84% of recipients, significantly above the national average. Leaders and staff recognize the identified areas for improvement and have initiated plans to address these issues.
