Bihar has enacted groundbreaking reforms to enhance its healthcare sector and facilitate ease of doing business. Effective June 26, 2026, medical professionals from outside the state can practice in Bihar by completing an online self-certification process. This eliminates the previous requirement of registering with the Bihar State Medical Council and obtaining a No Objection Certificate (NOC) from their home state.
These changes, implemented through the Bihar Medical (Amendment) Ordinance, 2026, and the Bihar Nurses Registration (Amendment) Ordinance, 2026, extend to allied healthcare professionals as well. This includes physiotherapists, laboratory technicians, optometrists, and occupational therapists, who will operate under amended rules for the Bihar State Allied and Healthcare Council.
The state government is also developing a unified digital platform, the Integrated Health Licensing digital portal, with the National Informatics Centre (NIC). This single-window system will streamline online applications, approvals, and the issuance of healthcare licenses and registrations, serving as a central contact point for professionals and investors.
Health Minister Nishant Kumar stated that this initiative is designed to expand access to quality healthcare services, increase the pool of skilled medical personnel, and stimulate corporate investment within Bihar's burgeoning healthcare industry.
