Yamuna Floodplain: New Plan Splits Protected Zone
12 Aug
Summary
- Yamuna floodplain divided into O-1 and O-2 zones.
- O-1 zone prohibits construction; O-2 allows regulated recreation.
- Environmentalists fear O-2 changes could harm ecological functions.
The Master Plan for Delhi-2047 introduces a new zoning approach for the Yamuna floodplain, dividing it into O-1 and O-2 areas. This differs from earlier plans that treated the entire floodplain as a single protected zone. The O-1 zone, encompassing the 1-in-25-year floodplain, will continue to prohibit all construction and development.
In contrast, the O-2 zone, an outer buffer area, will now allow regulated recreational activities such as parks and green spaces. This change moves away from the stricter protections previously envisioned for the entire O-Zone. Environmental planners and residents have voiced concerns that increased activity and infrastructure in the O-2 zone could negatively impact the floodplain's ecological integrity and flood management functions.
Officials defend the proposal, stating it aims to increase the "river-people connect" through regulated recreation, not unrestricted construction. The plan also includes wetland restoration and strict monitoring against illegal activities. However, critics argue that the DDA is weakening protective laws and suggest a one-in-100-year flood standard should be the baseline for protection. The effectiveness of the new framework will hinge on how 'recreational activities' are defined and regulated.
