Tragic Swan Death Sparks Calls for Stricter Dog Leash Laws
26 Sep, 2025
Summary
- Swan died two days after dog attack from shock
- Many dog owners unaware of laws prohibiting dogs from chasing water birds
- Swans are powerful, dangerous animals that can drown dogs in deep water

On September 24, 2025, a swan tragically passed away two days after being attacked by a dog, according to local authorities. The incident has sparked renewed calls for stricter enforcement of laws requiring dog owners to keep their pets on leashes in areas with water birds.
Experts say that many dog owners are unaware of the existing legislation that prohibits dogs from chasing, harassing, or injuring water birds. "Various legislations and acts actually do say you should keep your dogs on a lead in areas where there are waterfowl," explained Mr. Rogers, a wildlife expert. "You can be prosecuted if you're seen chasing, harassing, scaring, injuring or killing birds, or any wildlife in this country."
The law is also in place to protect dogs, as swans can be extremely dangerous animals. "Swans are very dangerous animals, they're very big, they're very powerful, they can weigh up to 15kg," said Mr. Rogers. "If your dog can't touch the bottom of the water they're in, there's a high chance they could drown."
Swans are already facing numerous threats, including predation, poaching, and human interaction. Experts hope that increased awareness and enforcement of the leash laws will help safeguard these "beautiful and intelligent creatures" from further harm.
