New Rules Tighten Grip on Waste Generators
21 May
Summary
- Expanded definition for bulk waste generators now includes high water consumers.
- Gated communities over 5,000 sq m must install decentralized waste systems.
- Elected representatives will act as 'lead facilitators' for citizen participation.

Stricter waste management rules have been introduced, broadening the scope of bulk waste generators. This expansion now encompasses entities consuming over 40,000 liters of water daily or occupying more than 20,000 sq m. Additionally, gated communities exceeding 5,000 sq m are mandated to implement decentralized waste processing systems.
The chief secretary highlighted that waste segregation at the source into wet, dry, sanitary, and special care waste remains crucial for scientific waste management. Behavioral change among citizens is deemed essential for achieving cleanliness. Residents are urged to segregate waste correctly before handing it to collectors, avoid public littering, and refrain from burning waste.
To ensure compliance, the Chandigarh municipal corporation is tasked with mapping all bulk waste generators and institutions. They will also strengthen door-to-door collection and processing infrastructure. Elected representatives, designated as 'lead facilitators,' will coordinate with RWAs and market associations to monitor segregation and address grievances.
A special drive is also underway to clear non-biodegradable waste from the Dadumajra dumping site from May 20 to May 23, as directed by the Punjab and Haryana High Court. The collected material is being transported for scientific processing and disposal.
