Punjab Eyes National Water Reforms Amidst Sector Overhaul

Punjab is poised to finalize its assessment for the recently introduced State Water Reforms Framework (SWRF). This framework, launched by the Union ministry of jal shakti in May, evaluates states and Union territories using 75 binary indicators across five critical areas: policy and regulation, project monitoring, digitalization and R&D, infrastructure, and community engagement.

State officials have confirmed that work on all 75 indicators is complete. The final report, slated for submission to the ministry by August 31, awaits budgetary reports from a few departments. The SWRF mandates key reforms by December 31, 2026, with states submitting responses by January 31, 2027. This initiative aims to foster evidence-based reforms in areas such as groundwater regulation, wastewater reuse, and irrigation management.

Concurrently, Punjab is advancing its comprehensive 14-point water conservation and management strategy. This strategy includes modernizing the canal network, revitalizing abandoned watercourses, and mandating recharge wells in new urban constructions. Efforts are also focused on improving canal water distribution to tail-end agricultural areas, particularly in groundwater-stressed regions, thereby reducing reliance on excessive groundwater extraction and enhancing surface water utilization for irrigation.
