Pune Plastic Ban Enforcement Falters
9 Oct
Summary
- Plastic fines dropped 43% from 2025 to 2026.
- Plastic confiscations decreased by nearly 10%.
- Residents demand stricter enforcement amid litter issues.
Enforcement of Pune's ban on single-use plastic has significantly decreased, with civic squads issuing 43% fewer penalty receipts in the first eight months of 2026 compared to the same period in 2025. This decline in action has led to a substantial drop in fine collections, which fell by Rs23.54 lakh. Plastic confiscations also registered a nearly 10% decrease. Residents and environmentalists are calling for more stringent enforcement, citing plastic litter as a major eyesore and environmental hazard that exacerbates flooding by blocking storm drains.
Shopkeepers emphasize the need for the Pune Municipal Corporation (PMC) to promote alternatives like cloth or paper bags and conduct more frequent raids. While the PMC had implemented the ban on items including plastic bags and cutlery in line with a 2022 Union government order, current actions are insufficient. The head of PMC's solid waste management department stated that instructions have been given to intensify action and that increasing fine amounts is under consideration.
PMC has previously engaged in consultations, debates, and awareness programs with NGOs, experts, and corporate firms to promote the ban. Despite these efforts, an estimated 15% of the daily 2,100 tonnes of garbage generated in Pune consists of plastic, a figure that has risen with the addition of 23 villages to the civic limits.
