PDA Pushes Ahead with Flood-Prone Township Project in Prayagraj

As of October 2025, the Prayagraj Development Authority (PDA) is pushing ahead with plans to construct a new township on a 40-hectare plot of land it owns along the banks of the Yamuna River. The proposed project, which is included in the city's Master Plan 2031, is located in a flood-prone area.
Despite the environmental risks, PDA officials are determined to find a viable way to utilize the land. According to the chief engineer, Kaushlendra Chaudhary, the planning committee is taking every aspect into consideration before finalizing the construction plan. They will ensure the project adheres to all guidelines set by the National Green Tribunal (NGT) to address environmental concerns.
The new township is envisioned to include residential and commercial areas, as well as a sporting facility. This is not the first time development has been proposed for this flood-prone location. In 2011, a private construction firm attempted to build a waterfront city project in the same area, but faced legal challenges due to environmental issues. The Allahabad High Court had ordered a ban on construction within 500 meters of the Highest Flood Level.
Despite the past setbacks, PDA is once again planning to move forward with constructing residential and commercial complexes in the flood plains, which were submerged in floodwaters earlier this year. The authority is determined to find a way to responsibly develop the land while addressing the environmental risks.
