NGT Slams Haryana Board Over Toxic Plant
12 Jul
Summary
- NGT ordered HSPCB to explain plant's illegal operation.
- Plant lacks permits for hazardous waste handling.
- Residents cite dust and water pollution near school.

The National Green Tribunal (NGT) has issued a stern directive to the Haryana State Pollution Control Board (HSPCB), demanding an explanation for its failure to address an unauthorized ready-mix concrete (RMC) plant. This plant, run by KSY Buildcon in Naurangpur, has been operating without the required authorization for handling hazardous waste under the Hazardous and Other Wastes Management (HoWM) Rules.
Locals filed a complaint against the plant, highlighting its operation in a residential area and near a school, alleging significant dust and wastewater pollution. An inspection report from HSPCB on June 29 confirmed the plant's deficiencies, including inadequate air pollution controls and lack of proper waste handling authorization. This non-compliance was also noted in previous inspections.
The NGT has given the HSPCB one week to submit an affidavit detailing how the plant continues to operate without proper authorization. The tribunal also warned the Gurugram regional office of virtual presence at the next hearing if a response is not filed promptly. KSY Buildcon claimed to have installed pollution control measures, but the NGT observed these did not resolve the core issue of non-compliance with HoWM Rules.
