Nagpur Municipal Corporation (NMC) is proposing a significant overhaul of its fine system, with littering fines potentially increasing tenfold from Rs100 to Rs1,000. This stringent new regime targets 52 civic nuisances, an expansion from the current 30, encompassing issues like spitting, open defecation, illegal construction, and water theft. The proposal requires approval from the municipal house before implementation.
Under the revised structure, businesses and institutions will face higher fines for dumping waste in public areas, and substantial penalties are outlined for failing to segregate waste. Spitting and open urination fines are also set to increase significantly. Furthermore, strict actions are proposed for biomedical waste violations, with hospitals potentially facing hefty fines and criminal action for non-compliance.
Construction and demolition waste, waste burning, and encroachments are also areas of focus, with escalating penalties for repeated offenses. To bolster enforcement, the NMC plans to hire 60 additional Nuisance Detection Squad personnel, building on the past success that generated a surplus from collected fines.
