Summary
- Samgoli waste facility project conceived over a decade ago.
- Residents' group approached NGT citing environmental and health concerns.
- Project still not operational despite land acquisition in 2017.

Residents of Mohali have approached the National Green Tribunal (NGT) regarding the prolonged delay in the operationalization of the proposed Samgoli integrated solid waste management facility. The project, initiated more than a decade ago, acquired approximately 50 acres of land starting in 2017. Despite these steps, the facility remains non-operational as of 2026-08-12T08:42:24+00:00.
The Confederation of Greater Mohali Residents Welfare Associations cited environmental and public health concerns, including continued open dumping and burning of waste. Multiple proposals for the facility, including waste-to-energy and biomethanation, have been considered over the years. Statutory approvals and tender processes were undertaken, but a tender for a boundary wall in 2020 was canceled.
The residents' body has urged the NGT to seek detailed status reports from various government bodies, including the Punjab government and the Mohali Municipal Corporation. They are seeking a time-bound action plan for commissioning the facility and strict adherence to Solid Waste Management Rules, 2026.
Meanwhile, the Punjab and Haryana High Court has also expressed dissatisfaction with the delay, noting that land acquisition began in 2012 and an award was declared in May 2017. The court has directed the Municipal Corporation chief to submit a personal affidavit outlining the project's roadmap and timelines.
