Air Quality Fails Residents: Industry Pushes Back

In Louisiana's industrial corridor, residents like Kimbrelle Kyereh are exposed to toxic fumes with limited recourse due to a deficient air monitoring system. State air monitors are often located far from major industrial polluters and fail to test for some of the most dangerous chemicals, including ethylene oxide and chloroprene, which are linked to high cancer rates. Ten of Louisiana's top air polluters operate without a public monitor within a five-mile radius, and critical pollutants like ammonia are not monitored at all.

Industry groups have actively opposed proposals for enhanced monitoring and were involved in drafting a 2024 law that restricts the use of community-collected air data for enforcement. This legislation has caused residents, like Kyereh, to stop collecting their own air samples. A 2023 leak at Marathon's refinery highlighted these deficiencies, with air monitoring only beginning hours after the incident and a significant delay in evacuation orders, despite residents experiencing adverse health effects.

Environmental advocates and researchers have long pushed for expanded monitoring, particularly in Black communities. Studies show cancer risks in these areas often exceed EPA figures significantly. Despite these concerns, Louisiana has seen a retreat from monitoring, with stations being shut down and funding for air monitoring divisions decreasing. The state's environmental agency maintains its network meets regulatory requirements but acknowledges it's not designed for fenceline communities.
