India's Heat Plan: A Global Model for Europe?

Born from the tragedy of over 1,300 excess deaths in 2010, Ahmedabad's Heat Action Plan (HAP) is now gaining international attention. This comprehensive plan, South Asia's first of its kind, was developed by the Indian Institute of Public Health, Gandhinagar (IIPH-G), and launched in 2013. It introduced a structured system for heat alerts and public messaging that has since been adopted by other Indian cities.
Now, European cities are studying Ahmedabad's HAP as a potential model to combat their own intensifying heatwaves. Following severe heat events across Europe this year, which reportedly caused thousands of excess deaths, policymakers are seeking effective responses. Professor Mahaveer Golechha from IIPH-G will present the plan at the CLARA Summer School in Prague, highlighting its success in early warning, inter-departmental coordination, community awareness, and resilience-building strategies.
The Prague event will also explore data-driven decision-making, nature-based solutions, and climate-resilient health systems. Experts believe that combining India's practical, low-cost measures with European technology and community strategies could significantly enhance global responses to extreme heat, reducing morbidity and mortality.
