Hyderabad Cracks Down on Construction Waste Dumping

Hyderabad has implemented stringent new regulations to curb the illegal dumping of construction and demolition (C&D) waste. The state government has restricted the issuance of No Objection Certificates (NOCs) and construction approvals unless developers adhere to strict C&D waste management requirements. This initiative specifically targets activities within the Greater Hyderabad Municipal Corporation (GHMC), Cyberabad Municipal Corporation (CMC), and Malkajgiri Municipal Corporation (MMC).
Under the revised norms, all building, layout, and demolition projects require an undertaking against illegal dumping, proof of collaboration with authorized C&D waste recyclers, and a detailed waste management plan. Dumping waste in open spaces, roadsides, drains, or water bodies is now prohibited and will lead to penalties. Waste generators bear complete responsibility for the environmentally sound management of C&D waste.
Furthermore, the government is pushing for recycling by making the use of processed C&D waste mandatory for construction projects with a built-up area of 20,000 square meters or more, as well as all road and infrastructure works. This recycled material will be utilized in various applications, including sub-base layers, non-structural concrete, and landscaping. Enforcement of these rules falls upon commissioners, department heads, and nodal officers.
