Summary
- Silver Bank offers regulated snorkeling with humpback whales.
- Dominican Republic sanctuary protects marine mammals.
- Limited access via weeklong liveaboard trips.

The Silver Bank, situated north of the Dominican Republic, provides a unique opportunity for regulated snorkeling with humpback whales during their winter breeding season. This submerged plateau serves as a vital nursery for thousands of North Atlantic humpbacks, leading to its designation as a sanctuary in 1986 and later expansion to include Navidad Bank and Samaná Bay.
Access to this sanctuary is strictly controlled, with only a few permitted operators offering weeklong liveaboard trips. These excursions cater to small groups, limiting visitor numbers to a few hundred each year. To ensure minimal disturbance, encounters are snorkel-only, excluding scuba diving for non-researchers.
Trips typically depart from Ocean World Marina near Puerto Plata, with five days spent anchored at the Silver Bank. Visitors can expect to pay a significant combined port and sanctuary fee. While on the bank, small groups use tenders to approach whales, with guides assessing conditions before allowing snorkelers into the water.
These close encounters allow snorkelers to observe whale behaviors like courting pairs or curious juveniles. From the boat, one can also witness larger behaviors such as breaches and fin slaps. By April, the whales, having finished nursing their calves, depart for northern feeding grounds.
Water temperatures during the season are in the high 70s, with visibility around 50 to 60 feet. Popular trips book quickly, necessitating advance planning. Visitors are advised to inquire about gear provisions with their chosen operator.
