Gurugram's Municipal Corporation (MCG) has introduced stringent new guidelines for the management and scientific disposal of construction and demolition (C&D) waste. These directives, spurred by a Punjab and Haryana High Court order, establish clear timelines for clearing debris from road, sewer, and water works, and create a dedicated monitoring cell.
The new regulations require applicants for demolition on plots of 200 square metres or more to declare estimated C&D waste in their building plan approvals. This waste must be deposited at authorized facilities before construction commences. For larger projects exceeding 20,000 square metres built-up area, an integrated waste management plan must be submitted via the MCG portal.
Further requirements include a mandated incremental increase in the use of recycled aggregate and manufactured sand. For building construction, this starts at 5% in 2026-27, rising to 25% by 2030-31. Road construction will see recycled material use increase from 5% in 2026-27 to 15% by 2030-31.
Government departments are directed to use MCG processing facilities or mobile plants for C&D waste disposal. Specific deadlines are set for right-of-way repairs (48 hours) and road/utility works (72 hours), with public space debris to be removed within 24 hours. A dedicated monitoring cell will track compliance.
