Ranch Avoids Closure with Ag Exemption
22 Apr
Summary
- Good Mood Ranch secured an agricultural exemption.
- The exemption resolved disputes with water and code enforcement.
- Owners admitted to code violations but paid reduced fines.

Good Mood Ranch in East Naples has resolved a lengthy code enforcement dispute and avoided closure. The ranch owners, Luc and Karen Goemaere, secured an agricultural exemption from the Florida Department of Agriculture in March 2026. This exemption determined their activities were exempt from regulation by the South Florida Water Management District, leading the district to close its enforcement case.
Previously, the ranch faced enforcement actions from both the Water Management District and Collier County Code Enforcement. These actions stemmed from a neighbor's complaint regarding clearing and filling land, and disturbing wetlands without necessary permits. The Goemaeres admitted to county code violations in June 2024 and agreed to pay fines.
