Rural Pools: France's Lifeline in Heatwave Crisis

Aging rural swimming pools across France, many constructed in the 1970s, are in crisis as mounting running costs strain local budgets. Village mayors are struggling to keep these facilities open, with some already facing closure. These pools are vital havens during intense summer heatwaves, providing a safe and affordable escape for families on low incomes who cannot travel or live in homes ill-suited to the heat.

Campaigns are mobilizing to defend these community assets. In Châteauneuf-sur-Sarthe, a village collective "Touche Pas à Ma Piscine" is fighting for government support to maintain their local pool, which costs at least €100,000 annually. The situation highlights a broader concern, with over 75% of rural mayors fearing imminent pool closures.

These pools are also critical for swimming education, with 274 drowning deaths recorded in France between May 1 and July 15 this year. Communities are actively involved in maintenance and fundraising efforts to ensure pools remain operational, recognizing their significant impact on physical health, mental well-being, and community identity, especially in areas prone to flooding.

The government had launched a plan in 1969 to build 1,000 rural pools after Olympic underperformance and tragic drownings. While over 600 were built, many now require costly renovations. Lawmakers are petitioning for a national funding plan to protect these pools, emphasizing their role as essential leisure spaces and a lifeline for isolated residents.
