Delhi's Toxic Smog: Phased Ban on Construction & Cars

The Delhi government has announced a phased ban on construction and demolition, mandated 50% work from home, and will restrict older vehicles as part of its Winter Action Plan 2026-27. This initiative aims to combat the severe smog that envelops the Capital each winter.

Key measures include prohibiting dust-generating demolition and outdoor construction from November 1 to January 31, with a complete ban on all construction and demolition activities from December 10 to January 20. Government and private offices will implement a 50% work-from-home policy starting November 1.

Furthermore, vehicles registered outside Delhi and below the BS-VI emission standard will be barred from entering the city from November 1, though CNG and electric vehicles are exempt. An awareness campaign for the "No PUCC, No Fuel" rule, which denies fuel to vehicles without valid pollution-under-control certificates, begins October 1.

The plan also focuses on enhancing public transport use, increasing Metro and DTC bus ridership targets. Road redevelopment to control dust, industrial pollution enforcement, and intensified inspections at pollution hotspots are also part of the strategy.

Despite the government's comprehensive approach, environmentalists expressed skepticism, advocating for a year-round pollution control plan rather than emergency measures. They stressed that the success hinges on strict monitoring and implementation.

Chief Minister Rekha Gupta urged residents to become "Clean-Air Partners" by adopting cleaner transport, preventing waste burning, and controlling dust, emphasizing that public participation is crucial for the plan's success.
