GRAP Fails: Officers Face Action Over Air Quality Lapses

The Commission for Air Quality Management (CAQM) has expressed serious concerns over the inadequate implementation of anti-pollution measures by the Delhi Pollution Control Committee (DPCC) and other State Pollution Control Boards (SPCBs). Reviews revealed significant shortfalls, ranging from 7% to nearly 100%, in crucial actions such as inspecting construction sites and conducting mechanical road sweeping.
In Delhi, large construction sites saw an average inspection shortfall of 87%, while road sweeping compliance was around 70% during Stages III and IV of the Graded Response Action Plan (GRAP). The enforcement of GRAP measures has been termed "serious" by the CAQM.
Additionally, the review highlighted a high pendency rate for public complaints related to air pollution, with 47% unresolved during GRAP Stage III and 68% during Stage IV in Delhi. This points to weak enforcement and grievance redressal mechanisms. The CAQM has mandated the identification of responsible officers for these lapses and the initiation of appropriate proceedings against them.
