Delhi Eases Property Tax Rule for Zero Waste Colonies

Summary

  • Delhi removes mandatory 90% property tax payment for RWAs to get zero waste tag.
  • Maximum incentive for waste processing increased to Rs 2.5 lakh for larger colonies.
  • Scheme aligned with 2026 rules mandating four-stream waste segregation.

The Municipal Corporation of Delhi (MCD) has updated its Zero Waste Colony Scheme, previously known as the Sahbhagita Scheme, to boost participation and effectiveness. A key revision removes the prerequisite for Residents Welfare Associations (RWAs) to ensure 90% of households pay property tax to qualify for zero waste status and incentives.

Incentives for waste processing have been substantially enhanced, with the maximum amount raised from Rs 1 lakh to Rs 2.5 lakh for larger colonies. This updated policy aligns with the Solid Waste Management Rules of 2026, which mandate the segregation of waste into four distinct streams: wet, dry, sanitary, and special care waste.

Previously launched in 2022, the Sahbhagita Scheme saw limited success, with only 680 colonies declared zero waste due to challenges like inadequate monitoring and resident participation. The revised scheme now covers bulk waste generators and gated communities above 5,000 sqm, incentivizing 100% source segregation, composting, recycling, and proper waste disposal.

Fixed annual incentives, ranging from Rs 50,000 to Rs 2.5 lakh based on household numbers, will support minor infrastructure and development works recommended by RWAs. The MCD is also planning to engage NGOs for technical support and implement third-party assessments to ensure future performance.
