The negotiations faced significant challenges, with the EU and UK reportedly threatening to withdraw at one point. Disagreements persisted between developed nations seeking clearer emission reduction targets and developing nations, including the Least Developed Countries and Africa Group, emphasizing the need for adaptation finance. Oil-producing nations also voiced concerns regarding fossil fuel phase-outs, while developing countries like India and China pressed for financial commitments from developed nations.
